New IPC8 search, display, and select fields in USPATFULL/USPAT2

With the addition of IPC8 codes for patents and the first additional of IPCs reclassification due to IPC reform, the following search and display enhancements are available in USPATFULL/USPAT2 starting on December 18, 2005.
IPC7 or IPC8 formats are now searchable in USPATFULL/USPAT2. The U.S. reclassification data supplied by European Patent Office (EPO) to date has been applied in the IPCR field. This subset of U.S. reclassification data provides a preview of the larger reclassification data that was announced by EPO. An update will be provided as the full EPO reclassification data becomes available.

SET ICFORMAT
This command, SET ICFORMAT ON, normalizes all pre-IPC8 seven-digit values to eight-digit IPC8 format. This allows for the display of all IPC codes in the IPC8 format.
